The Senior Document Control Specialist ensures robust documentation systems that meet the regulatory, contractual, and technical requirements across all project phases—from design and procurement through to construction and commissioning.
This role interfaces with internal departments, external contractors, and critical regulatory agencies (e.g., NCDMB, DPR/NUPRC, NUIS), and ensures all project documentation is aligned with both local (TEPNG standards) and international best practices.

Key Responsibilities
Document Management & Control System Development:

Develop and implement document control procedures, policies, workflows, and classification structures in line with project lifecycle requirements.
Establish a centralized Electronic Document Management System (EDMS) that supports searchability, access control, version tracking, and metadata tagging.
Maintain and regularly update the Master Document Register, Document Distribution Matrix, and Transmittal Records.
Utilize industry tools such as PRODOM, Aconex, and UNISUP for documentation and workflow management.

Document Lifecycle Management:

Coordinate the receipt, registration, tracking, distribution, and archiving of engineering drawings, purchase orders, quality documentation, material test reports (MTRs), inspection certificates, O&M manuals, and contracts.
Ensure document traceability and audit trails across version histories and approval gates.
Oversee and manage secure storage (physical and digital) for confidential, proprietary, and regulatory documentation.

Quality, Compliance, and Auditing: 

Ensure all documentation complies with ISO 9001:2015, API Q1/Q2, NERC documentation standards, and other applicable regulatory bodies.
Participate in internal and external audits (project audits, regulatory audits, vendor audits), ensuring document readiness and compliance.
Prepare document control plans for EPC projects and contribute to QA/QC checklists and document turnover packages (Dossier/Handover File).
Ensure document readiness for project close-out with NUIS, DPR, and TEPNG stakeholders.

Stakeholder Interface:

Act as the central communication point for document flow between engineering, procurement, legal, regulatory, HSE, and contractors.
Coordinate with clients, JV partners, and regulatory agencies to ensure timely document submission and approvals.
Lead onboarding of new document control team members and train project personnel on document protocols.
Collaborate with planning teams to align documentation milestones with PRIMAVERA schedules.

Qualifications & Experience

OND/B.Sc./HND in Engineering, Information Science, or Library/Archival Studies.
10+ years of document control experience, with at least 5 years in the energy, oil & gas, EPC, or renewable sectors.
Proven experience managing documentation for multi-million-dollar infrastructure projects.
Expert user of document control platforms (e.g., Aconex, SharePoint, Procore, OpenText, PRODOM, UNISUP).
Knowledge of industry document formats such as AutoCAD drawings, PID/PFDs, datasheets, method statements, RFIs, ITPs, and vendor documentation.

Skills & Competencies:

Meticulous attention to detail and organizational strength
High level of confidentiality and document security awareness
Excellent written and verbal communication
Strong coordination and stakeholder management skills
Familiarity with project lifecycle workflows (Design–Procure–Construct–Commission)
Advanced proficiency in MS Excel, PDF markups, and audit preparation.
